In June 2007, the then Federal  Government announced a controversial  intervention in  Northern Territory Indigenous communities in response to report on child abuse.  Key measures of the Northern Territory Emergency Response (NTER) have included income management, alcohol bans and a range of control measures which reduced Aboriginal control over community governance, decision-making and service delivery.  

Under the Labor Government’s Stronger Futures legislation of June 2012, many of the NTER measures were extended for a further 10 years, against opposition of Aboriginal communities and human rights groups and statistical indications that the Intervention was failing to meet its objectives.
