Indigenous people, especially the young, are massively over-represented in courts and prisons. Indigenous deaths in police custody and prison remain unacceptably high and are rarely adequately investigated. Recommendations of the 1991 report of the Royal Commission into Aboriginal Deaths in Custody (RCIADIC) have not been implemented and there is no independent monitoring/inspection system for police/custodial facilities.
