The development of European Union policy on Indigenous Peoples is relatively
recent. The Agenda of the Development Cooperation Group of the Council
held on 18 March 1997 mentioned for the very first time the issue Indigenous
Peoples. At its meeting on 5 June 1997, the Development Council
invited the European Commission to present a policy paper on EU development
policy on indigenous peoples. See the Commission's
